Cynthia J. Burbank joined Parsons Brinckerhoff in April 2007, as National Environment and Planning Practice Leader, with primary emphasis on global climate change.

Prior to joining PB Americas, Burbank served at the U.S. DOT for 32 years, at FAA, FTA, OST, and FHWA. A 16-year member of the Senior Executive Service, Burbank served as FHWA's Associate Administrator for Planning, Environment, and Realty from 1999-2006. In this capacity, she oversaw Federal policies, programs, regulations, and guidance for statewide and metropolitan planning programs; FHWA environmental programs and policies; environmental streamlining initiatives; air quality; and the acquisition of real property by FHWA and other Federal agencies.

Burbank is a graduate of Georgetown University, with a degree in Economics, Phi Beta Kappa, and Magna Cum Laude. She also attended Duke University and Boston University.
