Stephen Lockwood is Senior Vice President of PB Consult, the strategic and financial consulting arm of Parsons Brinckerhoff, the large national and global transportation engineering and planning firm. He has more than 35 years of experience, focused on issues combining policy, finance, program, technology and institutional development -- serving as consultant to federal and state governments and associations. Lockwood's principal professional focus is on the future of federal and state highway policy and programs.
Lockwood has supported FHWA as a consultant including policy papers for the National Surface Transportation Policy and Revenue Study Commission, development of a national study on Tolls in the Federal Aid Highway Program, and technical support in the areas of ITS and systems operations. He was the director of the study team for the Future of the Interstate System developed for The American Association of State Highway and Transportation Officials.
Lockwood supplies policy and institutional consulting services to state DOTs. Over the last ten years, Lockwood has been a leader in the development of institutional change management guidance for state DOTs with a special focus on intelligent transportation and systems operations.
Lockwood served for as the senior FHWA policy officer in the Bush 41 administration. As Associate Administrator for Policy, he directed policy strategic and legislative studies and chaired the FHWA ISTEA Task Force. Prior to his appointment to FHWA, he directed the Transportation 2020 Coalition of surface transportation interest groups. He was educated in Transportation Engineering Studies, University of Pennsylvania, 1970; Master of City Planning in Urban Design, University of Pennsylvania, 1969; Master of Architecture, Harvard University, 1967; B.A., Harvard College, 1963.
